Heavy congestion disrupted traffic along the Pan-American Highway North in Cuenca’s Kennedy neighborhood throughout the week, affecting residents across the northern part of the canton.

The problems began after the opening of a new building for the Faculty of Health Sciences at the Catholic University of Cuenca. A surge in students arriving between 6:30 and 8:00 a.m., many in private vehicles, added pressure to an already busy corridor.

The situation was compounded by at least two nearby schools operating on similar schedules, further increasing traffic volume during peak hours.

In response, the Municipal Mobility Company (EMOV EP) introduced several measures aimed at easing congestion:

  • Installation of lane dividers near the Mujeres de Piedra and Ricaurte roundabouts
  • Creation of two entry lanes and one exit lane to the city
  • Installation of new traffic lights, particularly at the university entrance

Authorities also attempted to change the direction of Victoria del Portete Street to improve flow. However, the measure faced strong opposition from local residents, who said it would disrupt mobility, affect safety, and damage internal roads.

Residents criticized what they described as a lack of planning and consultation prior to the opening of the university building. Concerns were also raised about the impact of large-scale development without prior road improvements in the area.

Officials said signage for the street direction change could not be completed due to community resistance. They maintained that the measures were intended to reduce congestion linked to the new campus.

University representatives acknowledged the disruption and pointed to an existing mobility plan approved in 2022. They said steps had been taken to ease pressure, including staggered class schedules and adjustments to parking operations.

Traffic delays also spread to nearby areas such as the Industrial Park and the Ricaurte parish. Drivers were advised to use alternative routes, including González Suárez Avenue and the Cuenca–Azogues–Biblián highway.
